Money: 1,509 | Wow a teacher actually asked you to do that? Wish mine did D: anyways, if your looking for freeware then use GIMP (i prefer the 2.6 version) it's easy and basically a free photoshop.

Money: 92,277 | Why would your teacher want you to make a sig for everyone in your class? o.o Anyway, I use paint.net. I think it is a very easy program to use and you can get really good results with it.

Money: 33,065 | Paint.net: Simple, easy to use, good for beginners MS paint: Simplest, good for people who are just starting out Gimp: Intermediate to expert, people who are comfortable making sigs Photoshop: Expert, for people who are good at making sigs an advanced.

Money: 50 | You can use these programs to make sigs: Paint (mostly on all PC's, MS Paint on Vista) GIMP (free but hard) Paint.NET (aka PDN, free) Photoshop (not free) Photofiltre (not recommended, but for me)
