It doesn't, but your not supposed to talk about banned users because it is an invasion of privacy really. If they did something wrong and they come back (and the mods never announced anything about it so no one knows) then they don't want everyone knowing what they did unless they tell people themselves. Understand? No? Okay... Clearer then..

If you did something bad and you got banned for a week, would you want everyone to know what you did and have people mouthing off their opinions if they were not nice ones and made you feel bad?

I hope this cleared things up. (:
