Many people have e-mailed them and they replied it with a super hero mask and a robber mask. Club Penguin knows its a Ninja mask but they just want to hide it. I've emailed Club Penguin Staff about Ninjas and they have said its not released yet because they are violent characters. I emailed them back and this is what I said:

One of the staff members known as Billybob has stated that Ninjas would
have been released on the launch of Club Penguin. Unfortunately, it
didn't. Now here below, I have a picture of a penguin named "Nickname1"
which is obviously a test account for Club Penguin I suppose.

As I can see, there is a Ninja face item as well as a Ninja belt item.
Wouldn't that look really nice on the penguin? We've already had pirate
gear, so why not a simple Ninja face wear and a ninja belt? Wearing
the color black and "pretending" to be a ninja is no fun, because really,
your just a plain penguin walking around and shouting "I'm a Ninja".
So please, and I mean PLEASE give me a FULL IN-DEPTH explanation on why
you guys are STILL not releasing the Ninjas.

Well that cleared alot for me, but I heard they didn't release it because when someone found out, they told everyone to do it, but club penguin wanted this to be special, so they stop the ninja in dojo. Though I never seen a penguin with ninja stuff, its probally just another rumor.
