Yeah, there true. There just used to test updates before they actually release them into all the other Club Penguin servers. Sometimes when the game glitches a little, people have been known to enter one of the servers and see events before they had even been released.

It exists, if I can pretty much remember, they use that server for taking CP party/updates pictures, and whatnot.
