Yes well, if it comes out in like the year 2020 then, somebody would've invented something to connect global without anything, but if you have to buy it I bet it would cost more than 400x of the house your living in, that proves how much effort you need to put in to inventing. And, did I go off topic? I think.

I can see runescape on a platform but not cp. Wouldn't CP need to be wii ware or something so they could update it?

Well a good thing to do is, Try to make the connection stronger with the game, or make an extension on the DS by equiping something on it. But when you play it on your Nintendo DS, You can only play with people in your city or state.
That will save alot of trouble and plus, that wouldnt make the game lonely because theres TONS of people who play Club Penguin.

I asked clubpenguin support and here is what they said!
Hi Shifty654,

The rumors are partially true! Club Penguin is currently considering this new
possibility, but no final decision has been made yet. There was a Penguin
Poll, asking players if they would be interested in this idea, and many said
they would, so we are looking into it. Be sure to check back with the What's
New Blog now and then, for any new updates!
