You can't be Rockerhopper's friend as you can't add him... unless he adds you... But he is a bot so he can't really feel frendship so dont count on him adding you...

... I say you can't add him as you get the background on his player card... Thats why I dont bother meeting Rockhopper... I got his background already D:

No you just get the free background and add him to your ignore list. (It is sooo easy to find him after that)

i know the right answer rockhopper told me by himself me and lots of penguins meet him lots of us are asking can i be your friend i ask to he just said to me if you have my background you be me buddy and also he said me dont have a buddy list so if you meet get is background then you will be as his buddy but he will not be in your buddy list he cant be there ok

You cannot be Rockhoppers friend.
1. Because when you try to request, you get a free background.
2. Because when he's not on the island, you will be able to visit his ship when you're not meant to.
3. What was three again..... oh, I got it. Because it would be unfair on everyone else because, Rockhopper can only add 100 buddies. And the people who request to add him won't get the chance

His only buddies are probably mods
Like Billybob, Rsnail, Gizmo, Screenhog ya know, them lot!
