about to throw a party, but i need to know..

where i like pst is the same as the time here.
so i was wondering....
when might i throw a party if i have to:
1: have it after school( after 3:15 my time
2: let other people from diffrent time zones come
3:make sure people will come, and it wont just be me and my friend....

btw, if i find these out, the party will be :

feb 30 : some time, usa big foot

help me figure out these problem
