Ok, well first of all, different advice works on different kinds of "neighborhoods" and it depends on the kids. General advice.. decide if you really want them to be your friends. If you do, just tease them back. Hey, they might be teasing. And if they do overreact then say you're just kidding [because you ARE kidding, right?] and tell them to chill out. Advice #2, if you are tired of their stupidity and everything, just ignore them, hang with someone else, who needs them? and If they do apologize, then it's your choice what to do, just make sure they don't take advantage to you. ;]
Sorry it is so long, but I hope it helps. And I don't know these people so the advice may differ between people.

There's nothing about teasing or ignoring people in the Bible. Just spread God's love and do something nice for them instead of being rude about it.
