I suggest going to the oasis and leaving food theyre so you can catch hopips, wich will be strong against themselves, so catch tons of em. Place Lugia in one of them; don't take him out!, go to the purify chamber in the hq lab, stand in that hologram thing that shows you your pokemon being purified as a hologram and he gets purified.
